José A. Colón-Francis

Director of Labor Relations

José A. Colón-Francis serves as the Director of Labor Relations, where he develops, plans, and implements the Law Center’s employee relations programs and practices. José has over 15 years of experience providing legal advice and counseling, developing and implementing personnel policies, and formulating strategic guidance to achieve organizational goals while safeguarding employee rights and welfare.

Prior to joining the Law Center, José served as the Assistant General Counsel for the League of Conservation Voters. He also clerked for the Puerto Rico Supreme Court and worked in the legal department of the Communications Workers of America, as well as with Puerto Rico’s Labor Relations Board.

José holds a Bachelor’s degree in Labor Relations, a Master’s in Human Resources, and a Juris Doctor from the University of Puerto Rico. He also holds two LL.Ms: one in alternative methods for dispute resolution from the Inter-American University of Puerto Rico, and another focused on labor and employment law from Georgetown University Law Center.
