“They’re targeting girls specifically and that’s where Title IX comes in,” said Kayla Patrick, an education policy fellow at the National Women’s Law Center, who wrote last week’s report. “I think we’ve definitely evolved in terms of Title IX. … It just protects the rights of girls generally. We’re just starting to have the opportunity to make that connection – we know dress codes are targeting girls mostly, more than boys.”
