“The common denominator,” said Melissa Boteach, NWLC’s vice president for income security and child care/early learning, “is money. You can’t seriously be thought to have a child care plan that addresses these principles unless you’re willing to make an investment.”
“A lot of them are trying to tackle the size and scope of the issue,” said Catherine White, director of child care and early learning at the NWLC.
