On August 12, 2025, NWLC submitted comments strongly opposing the Department of Health and Human Services (HHS) harmful new interpretation of the definition of a “Federal pubic benefit” under the Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA). This new interpretation will leave millions of immigrants and their families unable to access essential health and other basic needs programs funded by HHS.
