The National Women’s Law Center, United We Dream, and 30 other organizations sent a letter to the House Rules Committee requesting the House eliminate the motion to recommit (MTR) with instructions in the 117^th Congress. A recent report from the Congressional Progressive Caucus Center has illustrated how over the last two years, this parliamentary motion has been abused to derail legislation and score political points on issues such as immigration and reproductive health care. Without instructions, the MTR would simply send the bill back to the committee.
