In 17 states, families receiving cash assistance via the Temporary Assistance for Needy Families (TANF) program do not receive a benefits increase for a child born while the family is receiving TANF money. These laws are known as “family caps” and are intended to discourage families receiving cash assistance from having more children. Family caps hurt families who are struggling to make ends meet by forcing them to stretch already limited TANF dollars.
