On May 30, 2025, the National Women’s Law Center submitted a comment opposing the renewal of Georgia’s Pathways to Coverage Program. This program is intended to offer Medicaid coverage for Georgians with low incomes who do not qualify for traditional Medicaid, but conditions that coverage on compliance with work requirements. Our comment explains why Pathways to Coverage has proven to be a failed program that has led to widespread denials and administrative burdens for people in Georgia. We also lay out why the program is contrary to the requirements of the Medicaid statute and cannot be renewed. Our comment emphasizes that instead of extending a fundamentally flawed program, Georgia could make far more meaningful improvements in coverage by adopting Medicaid expansion.
