NWLC Submits Comment Opposing Proposed Rule Weakening Marketplace Access and Quality
On March 13, 2026, the National Women’s Law Center submitted a comment in opposition to the 2027 Notice of Benefit and Payment Parameters proposed by the Department of Health and Human Services. If finalized, this rule would create barriers to enrollment, reverse consumer protections, and decrease the quality and affordability of Marketplace plans. These policies would upend ACA marketplaces, deprive people of basic protections, lead to higher rates of uninsurance, and inflict far-reaching harms on the individuals and communities the ACA was designed to benefit.
