On August 7, 2025, the National Women’s Law Center submitted a comment opposing South Carolina’s proposed Palmetto Pathways to Independence program. This program is intended to offer Medicaid coverage for parents and relative caregivers with low incomes, but it conditions that coverage on compliance with work requirements. Our comment explains why imposing work requirements will lead to widespread denials and administrative burdens in South Carolina, as it has in other states that have attempted similar program. We also lay out why the program is contrary to the requirements of the Medicaid statute and cannot be approved.
