NWLC Submits Comment Opposing a USPS Proposed Rule that Would Create Barriers to Mail Voting and Disenfranchise Millions of Eligible Voters
On July 2, 2026, we submitted a comment in opposition to a United States Postal Service proposed rule entitled “Ballot Mail for Federal Elections.” The Proposed Rule would require States to use a new Federal Ballot Mail Portal maintained by USPS. The list compiled from the Portal will serve as a federal registry for every voter approved to receive a mail ballot from the State in a general federal election. However, in effect, this rule would erect an unlawful federal barrier to mail voting that will disenfranchise millions of eligible voters — with the burden falling disproportionately on women, LGBTQ+ people, people of color, and low-income people — while doing nothing to address the stated, though unsupported, concerns about election fraud.
