On August 12, 2025, NWLC submitted comments in opposition to the the Department of Health and Human Services (HHS) harmful new interpretation of the definition of a “Federal Public Benefit” under the Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA). This will leave millions of immigrants and their families unable to access critical health and other basic needs programs funded by HHS, and potentially will impose burdensome new requirements on state and local governments.
