Transgender athletes debate divides California as CIF policy satisfies neither side

Shiwali Patel, Senior Director for Education Justice at the National Women’s Law Center, said the CIF model is discriminatory and stigmatizing.

She argues the policy singles out students and creates separate accommodations based on sex and gender identity.

“This is not actually doing the right thing,” Patel said. “If they’re claiming this is about fairness, it’s to ease the concerns of those in opposition to inclusion.”

When asked about proposals for co-ed competition formats, Patel rejected the idea.

“The whole basis for this is fundamentally flawed,” she said, arguing it assumes “trans girls are not girls.”
