On February 20, 2026 the National Women’s Law Center Action Fund submitted testimony in support of Maryland’s HB 649, an education nondiscrimination bill which would strengthen protections for students and improve civil rights enforcement processes. Our testimony explains why the Maryland General Assembly should advance and enact HB 649 to ensure Maryland students at all levels of education have the opportunity to learn in school environments that are free from harassment and discrimination.
