The Position

The National Women’s Law Center seeks a Coalition and Federal Policy Manager to work on the Child Care team and support its management of the National Child Care and Early Learning coalition and related coalition activities. The Manager will also provide support in the areas of policy research and analysis focused on federal legislative and administrative actions that help grow public investment and advance equitable policy solutions in Child Care and early learning.

 The Organization

The National Women’s Law Center fights for gender justice — in the courts, in public policy, and in our society — working across the issues that are central to the lives of women and girls.

We use the law in all its forms to change culture and drive solutions to the gender inequity that shapes our society and to break down the barriers that harm all of us — especially those who face multiple forms of discrimination, including women of color, LGBTQ people, and low-income women and families.

Responsibilities

  • Manages and supports the administration of the National Child Care and Early Learning Coalition, including, but not limited to:
    • Planning and supporting the facilitation of coalition calls;
    • Drafting coalition letters and conducting outreach for sign-ons;
    • Planning Congressional meetings and briefings;
    • Coordinating Congressional outreach; and
  • Monitors appropriations and other legislative processes to inform the Child Care team’s government relations strategy and to help determine coalition strategy;
  • Coordinates with Director to develop and maintain relationships with key coalitional partners;
  • Develops written materials to advance coalitional activities and NWLC legislative priorities, such as talking points letters, fact sheets, and legislative testimony;
  • Supports the Director of Child Care and Early Learning in researching policy ideas that advance equity and coordinating with partner organizations on proposal feedback,
  • Represents NWLC and the Child Care team at other coalition tables and externally, as needed, on webinars and other events;
  • Drafts weekly memos for national and state partners on federal legislation, new research, and other timely developments;
  • Works in close coordination with key NWLC staff, including those on the Child Care and Early Learning team, other Center staff undertaking Federal advocacy work, and the Campaigns and Digital Strategies Team;
  • As needed, provides other program and organization-wide support.

Qualifications

The ideal candidate will possess:

  • A bachelor’s degree;
  • A minimum of 2 years of relevant work experience in building and/or participating in coalitions, working with state or national advocacy organizations and/or elected officials, supporting advocacy campaigns, or direct legislative experience at the federal level;
  • Ability to build long-term collaborative relationships with key organizational and external partners;
  • Strong attention to detail and an ability to meet multiple deadlines in a fast-paced environment and to balance both short- and longer-term projects;
  • Strong oral and written communications skills, including demonstrated meeting facilitation skills.

Additional preferred skills and knowledge:

  • Experience with event planning and coordination
  • Knowledge of existing Child Care and early learning policy and Federal programs;
  • Demonstrated commitment to and experience working on gender and racial equity and centering communities of color in their approach to work.

Key Relationships

The Manager will report to the Director of Child Care and Early Learning and will work with members of the Income Security and Child Care Team, coalition partners, and Congressional offices. The Manager may supervise interns.

Compensation

A minimum salary of $70,730  will be provided to the successful candidate having a minimum of two years directly relevant to this role, consistent with the National Women’s Law Center’s compensation framework.

Classification

NWLC recognizes a staff bargaining unit, NWLC United, affiliated with the Nonprofit Professional Employees Union/IFPTE Local 70, a union for non-profit workers. This position is included in NWLC’s bargaining unit. Specific employment terms are subject to collective bargaining.
